Chinese fishing boat detained in Japanese waters

BEIJING (Reuters) - Japanese authorities have detained a Chinese boat for fishing in Japanese waters, China's Xinhua news agency said on Thursday, even as the two countries moved to defuse tensions that flared last year over disputed islands.

The boat, registered in Zhejiang province in eastern China, was found in waters near Goto, in Nagasaki prefecture in southern Japan, Xinhua said. The captain was being taken ashore following questioning.

The incident comes as a Japanese envoy visited Beijing to soothe relations frayed in September, when Chinese took to the streets in sometimes violent protest against the Japanese government's purchase of disputed islets, part of a group known as Senkaku in Japanese and Diaoyu in Chinese, from their private owners.

In recent weeks Japanese military planes have scrambled numerous times against Chinese planes approaching airspace over the islands. Chinese planes have also shadowed Japanese planes elsewhere over the East China Sea.

The Chinese fishing fleet are ranging further and further offshore as fishing stocks near the Chinese mainland are depleted. Their presence in Japanese territory and in disputed waters is contributing to friction between the two Asian economic powerhouses, whose maritime borders are not defined.

In a similar case in late December, Japanese authorities stopped a fishing boat registered in the Chinese coastal province of Fujian, and detained its captain.

Small Businesses Hit Hard by Proposed Minimum Wage Increase

Rochester, NY-- Nine years ago, Rebecca Malek and her husband, Ron fulfilled their american dream. They opened Balsam Bagels.

"It's a good neighborhood. People are very supportive. We are very happy to be here," said Malek. "Business is good."

"So good, in fact, the small bagel business on North Winton Road has grown from three employees to 10.

"We try to do as much as we can for our employees,"

explained Malek.

That includes paying employees more than the state's $7.25 an hour for minimum wage.

They said Governor Andrew Cuomo's proposal to raise minimum wage to $8.75 an hour would be a challenge.

"It would be a leap for us to bring some of our people up to that."

Tim Mason is president of the Rochester Small Business Council which is also an affiliate of the Rochester Business Alliance.

He says that $1.50 increase per hour, per employee could be devastating for many of the 300 small businesses he represents.

"Imagine in your own household if you had to take a 20 percent increase and figure out where that cost was going to come from. There's certainly some things that you are going to have to give up."

Mason says small businesses would likely pass the expense on to consumers.

He also thinks companies would let people go and stop hiring.

"We need to do everything to be advocates for small business not to hurt the future of small business and the opportunity for those people to be gainfully employed by those small businesses."

Meantime, Malek will continue living that american dream.

And no matter what happens, she says she won't pass the buck onto her customers.

"It would have some cause and effect on our bottom line. We would make it work."

The budget is due April 1st.

The key to playing savvy golf is to play to your strengths.? You, like me, will no doubt have played with golfers who insist on choosing the club and shot that they think should be played in a particular circumstance, irrespective of whether they are comfortable with that club or have indeed practiced that shot sufficiently to feel confident in its outcome.? That's not playing savvy golf.

The number one rule for the savvy golfer is to feel comfortable with the club that you have in your hand.? If it doesn't feel comfortable and imbue you with confidence then you cannot possibly commit to the shot.? Your intent and focus will be obliterated by your lack of comfort and your ball will quite likely shoot off along a very undesirable direction and trajectory.

There are many different ways in which to play each hole you encounter upon the golf course.? In reality you will most often find that so long as you make your wedges and putter into "happy clubs" you will score pretty well irrespective of what comes before.? I am of course speaking generally here.? But even if you choose to hit three shots with a seven iron to get near to your par 5 hole and then finish off with a chip and two putts you are playing safe bogey golf.

What I'm really getting at is that if you are standing on the tee box with your driver in hand and wondering in your own mind whether or not you can pull the shot off, you probably won't be able to do so.? If your ball is in an ugly position behind a bunch of trees and you can't see or haven't practiced a shot like the one that Bubba pulled off in the Masters, you probably won't be able to do it.

When you have a choice of potential shots to play, the best one, the savvy one, is the shot that you are at you are most comfortable with.? Someone else might be most comfortable with a 7 iron out of the rough but if you feel best with a 5 wood in your hands then that's the shot to play.? It doesn't matter what shot should be played.? What matters is that you are comfortable with the shot and you can see the shot in your minds eye.? Savvy golf is all about playing to your individual and unique strengths.

I am sure that you, like me, have heard your companion golfers commenting along the lines of "Don't know what's going to happen here so look out" as they set up to their ball.?? You, like me, have no doubt done the same yourself!? And we kick ourselves afterwards for being so stupid.? That's simply not playing savvy golf!

If you are around the green and a flop shot would be perfect, but you don't feel comfortable with that club or shot then don't attempt the shot.? Make a mental note to go practice it later so that you do feel comfortable next time.? In the meanwhile, choose the next best shot that you do feel comfortable with and play that one.? A chip onto the opposite side of the green and a two putt is better than a failed flop shot that digs you into a deeper hole and destroys your confidence and momentum at the same time.

Golf is a very mental game.? You have to think well, plan well, manage your expectations and accept outcomes.? Savvy golf is all about playing to your strengths.

Former Polish church head, Cardinal Glemp, dies

WARSAW, Poland (AP) ? Cardinal Jozef Glemp, the longtime head of Poland's influential Roman Catholic church at a time when it played a key role in the fight against communism, has died. He was 83.

Jozef Kloch, a church spokesman, said in a statement that Glemp died Wednesday evening in Warsaw. Glemp had been ill for many years, and the Polish news agency PAP said he had lung cancer. Earlier in the day Warsaw Archbishop Kazimierz Nycz had asked the faithful to pray for Glemp, noting that his condition was deteriorating.

Glemp oversaw the church at a critical time in its history and in that of Poland, a largely Catholic nation.

He was the head of the Polish bishops' conference from 1981 to 2004. Until 2009 he also held the role of primate, the top leadership role. His years of leadership largely coincided with the papacy of the Polish-born Pope John Paul II, who was elected pope in 1979. In the following years, the church enjoyed huge influence in Poland thanks to John Paul's authority and his role in inspiring the Solidarity movement of Lech Walesa that helped topple communism in 1989.

A key moment for Glemp as church leader came in 1981, when communist authorities imposed the harsh crackdown aimed at crushing Solidarity.

Some democracy activists at the time faulted Glemp for failing to confront the regime forcefully, but said any seemingly conciliatory gestures were meant to try to prevent violence in the nation.
